Illueca: "It is a genuine outrage that again allowed the rezoning in incenciadas zones" (27/01/2015)

The Council of Ministers approved on January 9, Friday, a draft amendment to the Forest Act (Law 43/2003 of 21 November).

The text, in the words of IU-Green councilor José Eduardo Illueca, "has aroused keen rejection among the sectors involved in the defense of the environment, who have qualified in different forums unnecessary and counterproductive reform, considering it is harmful environmental and citizens. "

According to Illueca, such a negative judgments are fully justified, "especially since the reform is approached from a clear position: the promotion of productive aspects of the forest and the secondary consideration of social and environmental functions thereof, which are for us the essential, supposed, from this perspective, a historic reversal in Spanish forest management model ".

Going down to the concrete, the proposed reform of the Forest Act does not incorporate substantial improvements in the management of forests and contains, however, objectionable provisions.

For example, "invades autonomous powers to incorporate hunting regulations, while poses an unacceptable decrease in the required forest planning: so far, all public and private forests were required for it to develop environmental management tool, but to reform this obligation only applies to public forests, while private excluded if they are not classified as 'public interest', which is left of the Communities, and even in this case extends to 25 years the deadline for having ready the instrument, equivalent to an exemption in practice ".

But the worst thing is, for this council, which "allows the Autonomous Communities authorize construction in burned areas, allowing in exceptions, under an overriding public interest, the prohibition of changing forest use in areas burned at least 30 years; remember that this rule was introduced in the Forest Act in 2006 and was then held by all environmentalists as a historic achievement, coming to prevent fires provoke speculative ".

Environmental groups have denounced, and IU-Greens fully endorses it, "the bill passed today Forestry debunks this precaution, so there is the risk of re-fires to allow construction in burned areas, is an unacceptable decline and, just this reason, the project should be censored ".

Therefore, the Municipal Group of IU-Greens defend the February plenary a motion rejecting the draft amendment to the Forest Act, "with which we intend that the City of Cieza to join the current widespread concern and rejection, thereby contributing to the authors of this environmental mess reflect and rectify during parliamentary proceedings of the Bill, recently launched ".

Specifically, the content of the motion "means displaying the most forceful rejection of several provisions of the bill to amend the Law 43/2003 of 21 November, Forestry, which are contrary to social and environmental interest, and, especially the rejection of the possibility that Autómonas Communities to derogate from the ban, until now absolute, changing forest use for a period of 30 years. "

For this, it is intended that the full City Council "urge the Government of Argentina to withdraw the project entered in the General or Cortes to by the parliamentary majority that supports it supports the modification or deletion of items have aroused widespread opposition from environmentalists ".
