The City Council publishes the Concept of public input to the rules of participation (14/10/2015)

A satisfied Jose Eduardo Illueca, Councillor for Citizen Participation, made an appeal Wednesday to attend the closing ceremony of the 17th of October, after the executive summary of public input to the Rules of Participation longer available in the municipal website so that all participants can review the same content.

Illueca emphasized the message that the result of the draft Rules of Participation "has been very rewarding. I have to thank from the heart the participation and interest of all those who have kindly read the paper and have provided suggestions and ideas that, in most cases, have been of high quality, contributing to improve the text an important way. I do not have the exact figure, but I think the contributions have been received tens ".

He said he was satisfied with how the goals it is setting in each phase of the participatory process are being met.

However, he admitted that "it was not easy developing this summary document because many of the contributions to the same goods or the same issues with different approaches are related, but we have tried to consolidate all those that were similar. About 80 percent of they have been accepted and included in the text, if not literally itself in a very similar way to how they have been suggested, which is indicative of the quality of all of them. "

The mayor reported that not accepted proposals are explained briefly in the Concept.

However, he puts the accent on supported suggestions: "There are very interesting things as setting deadlines for some of the rights, such as information, or fixing a minimum number of inquiries in the order of questions and answers set for citizens in town meetings. "

He also noted that some important questions raised by the neighbors "have not been accepted or rejected directly, so they are subject to public debate at the meeting on October 17, at 12:30 pm in the auditorium of the IES Diego Tortosa. They are undecided proposals, for example, the minimum number of individual signatures to hold a public hearing or the number of citizens to request their intervention in full, and the possible creation of a council of citizen participation. "

Illueca recalled that that process began last July 30 with the presentation of the draft Public Participation in a public meeting before a hundred residents and representatives of associations and groups, with the aim of proposing a basic text on which, after study and discussion by the associations and groups, inputs and suggestions were made.

We have maintained all along the ability to continue to collect contributions from neighbors regulation ".

Finally, he explained repeatedly that the commitment of the government team for the participatory process for the development of the said regulations will end on October 17: "It is very important to involve everyone in this closing day of contributions There culminate the participatory process. , from that moment, we will work intensively for the new regulation may be detained pending approval in the ordinary session of the month of November.
