In view of the current situation caused by the pandemic, the Government of Spain introduced an amendment to the Basic Law so that the municipalities could hold their plenary sessions electronically, according to sources from the Cieza Mayor's Office.
The agenda of the plenary sessions usually contains proposals from municipal groups or councilors not attached and, on the other hand, proposals from councilors of the Government.
"Given the exceptional situation in which we find ourselves, the municipal Executive urged the unanimous agreement to hold the plenary session without proposals from municipal groups (neither those that form the Government nor the opposition), as is also being done in the vast majority of municipalities, and thus include only the points required by the Law, such as accounting for the liquidation of the 2019 budget or Treasury report and, in addition, adding the points of the Government that had an urgent nature and immediate executive effectiveness how to recognize the obligation to pay invoices to suppliers ".
The communiqué explains that, "despite the fact that initially there was consensus in that formula, then the VOX group presented a proposal. This proposal has not been included in the agenda, following what was originally agreed and as it is also a a motion that, by itself, would not display effects immediately, but would need other agreements or subsequent procedures for its development. This motion can be debated in the plenary session of May. Therefore, we ask the VOX group to be at the rise to the occasion and return to consensus and refrain from seeking tension or generating institutional conflicts. "
Finally, from the Government, the collaboration of the rest of the municipal groups (PSOE, PP, IU and CS) as well as unaffiliated councilors is appreciated for the composition of the plenary's agenda.
