| According to Podemos-Cieza, this is the greatest advance in social rights in Spain since the Dependency Law | On Monday, June 1, the text of the Decree-law regulating the new Minimum Life Income (IMV) was published in the Official State Gazette.
The rule is already in force on a provisional basis, although it will have to be validated by the Congress of Deputies before 30 days have elapsed, a process that in principle should not pose any problem for the Government.
In the opinion of Piedad Abellán, secretary general of Podemos-Cieza, "we are, without a doubt, facing the most important advance in the field of social rights in Spain since the Dependency Law, which highlights the social concern of a Government in that the defense of social rights is a flag, thanks in large part to the presence of the Podemos ministers.
"IMV is not just another benefit.
With it a new subjective right is born and a new approach to the problem of poverty in the country is applied.
As Piedad Abellán explains, "we cannot forget that with similar measures it has been possible in some States to drastically reduce poverty levels, as happened in Brazil with Lula da Silva." The objective is to eliminate severe poverty in Spain, and for this, a minimum value of income per family unit is established, which the State will supplement by means of a benefit in those cases in which the family income falls below; The value of this guaranteed minimum income ranges from 400 to 1,000 euros per month in twelve payments, depending on the number of family members and other circumstances, such as single parenthood.The benefit necessary to achieve this income in each family will be managed by the central State through the INSS except in the Basque Country and Navarra for reasons of efficiency, although in the future it could be transferred to the autonomous communities.According to Piedad Abellán, "the estimates we have made at Podemos indicate that possibly more than 20,000 families in the Murcia region could benefit from this aid." It is a very high figure, "which, if reached, would multiply by five the number of families that receive the regional insertion income currently in force." Also in Cieza it would be a huge boost to the fight against poverty, "since, although it is a difficult figure to estimate, there could be between 400 and 500 families, at least, with the right to apply for income."They also want, from Podemos, to get in the way of the detractors of the new right: "The cost of the measure, around 3 billion euros per year, is not exorbitant, located near 0.3% of the gross domestic product, and On the other hand, it will generate an important return to the public coffers in fiscal and economic reactivation terms, since the entire amount of this income will be invested in consumption, given the characteristics of its recipients.
