| Cieza City Council Consumption Councilor declares the key measure to advance universal access to basic services | Last week it was known that the Ministry of Consumption has opened for public consultation the modification of the current General Law for the Defense of Consumers and Users (LGDCU) with the aim of developing the figure of the vulnerable consumer.
With this, the Government intends to advance towards the recognition of the vulnerability in consumer relations for those individuals, families and groups with difficulties.In statements to the press, the Cieza City Council Consumption Councilor, Francisco Saorín, recalled that the figure of vulnerable consumer, with a partial character, exists in the current state and regional legislative framework in order to protect certain sectors in the access to basic services.
Current state regulations refer to especially vulnerable groups in the field of institutional cooperation, but without specifying this term.In the autonomous community, the figure of vulnerable consumer, both by name and by the protection groups to which it refers, vary from one community to another.
As for economic sectors, only the electricity and energy and financial sectors consider social characteristics, purchasing power and social vulnerability as criteria in their relationships.In this framework, Saorín has described as "great progress" that the Ministry of Consumer Affairs plans to create a common regulatory framework for sectors such as housing, telecommunications or food, thus advancing the obligation of public powers to guarantee the satisfaction of the social, economic and cultural rights of all people.
A task that has to be approached from a comprehensive perspective.According to Saorín, the development of the figure of the vulnerable consumer is "essential to advance social justice." Contexts such as the health crisis of COVID-19, with its economic, labor and social implications, show that "we are all susceptible to being vulnerable consumers at some point in our lives," said the mayor.Finally, Saorín explained that the Ministry of Consumer Affairs proposes modifying article 3 of the LGDCU to include a definition of a vulnerable consumer that provides a general framework to address specific situations of vulnerability by regulation.
To this end, Consumption has opened a public consultation period in which civil society and associations in defense of consumer rights can make their contributions.
