| Podemos-Cieza welcomes with hope a text that "includes all the measures contemplated in the agreement for a progressive government" | The parliamentary commission of the Toledo Pact, after four years and with two elections in between, this week closed a document with its proposals to guarantee the sustainability and sufficiency of the Social Security system.
The text of this preliminary agreement will be voted on in the committee next Tuesday and it is not ruled out that some parliamentary groups present individual votes. From Podemos-Cieza, they greet with hope and optimism some recommendations that "seem to us a good starting point to start a process of reform of the pension system in order to ensure its sustainability and not, as some claimed, to promote its sustainability.
dismantling ", and that, as Piedad Abellán, spokesperson for the formation," includes the measures contemplated in the agreement signed at the time for the constitution of a national government of progress.
" In practice, according to this spokesperson, "the pre-agreement reached is a de facto repeal of the 2013 reform perpetrated by the Popular Party, which will be replaced by a new legal framework inspired by different principles and guaranteeing the right of the elderly to enjoy dignified and permanently updated pensions ".
Piedad Abellán recalls the difficulties that always comes with reaching a broad consensus, but points out at the same time that "certain things that seemed impossible two years ago have now been included", so this document, which is a starting point and not a arrival, "is seen with good eyes by those of us who have defended that in Spain the public pension system was sustainable". Going down to the realm of the concrete, "the substitution of the pay-as-you-go system for another funded system is rejected, which closes the door to the pretense of transferring all or part of the protection system to pension plans" , but, in addition, "the annual revaluation by law of pensions and their preservation through measures of social and financial balance is defended." The sustainability of the accounts is raised by separating the sources of financing, so that "Social Security income will be used to pay and update pensions, while other improper expenses currently supported by the system will be financed through transfers from the State or taxes.
" Other recommendations highlighted by Podemos-Cieza are "the maintenance of the contributory nature of widowhood and orphan pensions, with express rejection of their transition to non-contributory, the compatibility of severe disability with work activity and the approximation of the contribution bases from the self-employed to their real income ", as well as" the determination of the regulatory bases of pensions through formulas of greater justice than those in force ". As Piedad Abellán points out, "the path towards a reform of the pension system made with criteria of distributive justice has only just begun, and it is good news that the Toledo Pact already has a basic document and that it includes many measures protection of pensioners, which should put an end to the process of setback for the rights of retirees that began in 2013 by the Government of Mariano Rajoy ".
Now comes another no less important stage, that of public debate on the proposals prior to their conversion into legislative measures, and here "we have to listen to the social agents and, of course, the main stakeholders, which are retirees and pensioners ".
And, on the other hand, let no one doubt it: "Other longer-term and far-reaching demands are still alive, and Podemos continues and will continue to bet on them: this is the case of the constitutional shielding of the public pension system, an aspiration that we do not renounce, even though we are aware that its practical implementation requires consensus that does not exist today.
" To conclude, Piedad endorses and from Podemos "the beautiful and forceful phrase with which the commission has headed its catalog of recommendations: respect and care for the weakest is the best index to measure the human quality of a society."
