Once the drafting of the self-regulation has been completed, the process of collecting proposals begins, which will later be debated in citizen assemblies, valued by municipal technicians and submitted to a vote by the citizens through a previous register of those interested in participating.
Nerea Martínez, Councilor for Citizen Participation, explained at a press conference that "after several meetings held by the motor group, formed by volunteer citizens, we already have the governing rules of the participatory budget process 2017, the so-called self-regulation, of which I I feel very proud of the great participation of the neighbors ".
Martínez thanked the members of the Motor Group "for their involvement and contributions to ensure that the process is endowed with sound standards that, however, at the end of the process, will be reviewed by the follow-up committee for its improvement for next year. Been intense but very enriching weeks in which we have all been learning of the process, constituting a very satisfactory experience. "
Irene Pérez, technician of Citizen Participation of the City Council, warned that "to participate in the process it is imperative to register in the same, either through the form of submission of proposals, or through an entry form that will be available in the section on Participation Citizen of the municipal website ".
Pérez explained that "to participate in any phase of the process, either by presenting proposals, in thematic assemblies or in the final vote, it is required to be over 14 years old and resident in Cieza or have a demonstrable link with our municipality. Proposals will take place between November 14 and 21, inclusive. "
Pérez recalled that "proposals can be referred to both municipal competition investments (with 130,000 euros) or investments and activities (with a line of 20,000 euros). Those interested in submitting their proposals can do so through the form that will be available in The web page www.cieza.es in its section of 'Participative Budgets', sending it through the email budgetparticipativocieza@gmail.com or presenting it in the register of the City Council.
Pedro Martínez, a member of the steering group, clarified that "these proposals would subsequently be presented and debated in three thematic assemblies, on November 24 and 28 and December 1 at the House of Arts and Music Where the attendees will choose the 20 investment proposals and 10 of activities that will be valued by the municipal technicians.
"The technicians will evaluate both the economic viability and if they fit the scope of powers of the City Council. Finally, proposals that are valued as viable will be voted by those enrolled in the process by means of an urn that will be placed in Plaza de Abastos on the 18th Of December from 10 to 19 hours and finally a public count will be realized in an assembly ".
