Illueca seeks clarification |
According to the complaint Councilman IU-Greens, José Eduardo Illueca, a critical mass of construction and demolition waste have been dumped illegally within the city limits APE-2, popularly known as Migaseca land in the vicinity of the shrine Holy Christ.
Specifically, in the words of Illueca, "the discharge was made right on the edge of the developable perimeter, whose terrain is mostly municipal property, in the corner of the streets Composer Granados and Julian Romea; it is a significant amount of embedded by concrete blocks and debris that work could proceed, for his asepcto, lifting some street "rubble.
The debris are located right on the edge of the current paved streets and a very short distance of the houses that exist there.
By their nature, as noted by this council, "the possessor of construction and demolition waste is obliged to deliver to an authorized agent, preferably allocating them to operations for reuse, recycling or other forms of recovery, and only after proper treatment by the manager may be intended for deposit in an authorized landfill. "
The presence of debris next to occupied dwellings "becomes the landfill, if anything, more intolerable, generating damage and nuisance to neighbors that they have no legal obligation to bear".
Moreover, Illueca noted that landfill is located "in an area already highly degraded and offers a sorry picture in the town center, worse still image with such discharges" and notes that "this is a perimeter where majority ownership is public, and that a plenary agreement was made at the start of this command to enable and streamline the process for its development, agreement, like many others, that has run half its development ".
Therefore, the ecosocialista council has written to the Mayor, as a starter in the first instance all the powers of government, "to demand the urgent removal of all debris and waste and its transfer to an authorized landfill treatment, and an explanation to citizens from all the information that is available ".
In this paper are also asked the municipal government "to investigate immediately with all available means, the authorship of the spill to the extent that it is not known, and the appropriate disciplinary proceedings against those responsible open" .
